With the Net-Zero Industry Act (NZIA), supply chain resilience is becoming a selection criterion, putting European manufacturing back at centre stage. What the NZIA changes

Since the end of 2025, EU Member States have had to apply non-price criteria, resilience and sustainability, to a growing share of their renewable energy tenders (at least 30% of auctioned capacity, or 6 GW a year, weighted at 15% to 30% of the evaluation). The resilience criterion applies when a single non-EU country supplies more than 50% of European demand for a given technology. Solar PV is directly affected: more than 80% of its components are imported, mostly from China.

The consequence for developers and EPCs: a diversified European supply chain is becoming a competitive advantage in tenders, not just a purchasing preference.

Italy has led the way

Italy has set the example. Its first solar tender under NZIA criteria awarded 1.1 GW to projects built with non-Chinese components: modules, cells and inverters first and foremost. France and Belgium are expected to follow as the framework is rolled out country by country. The trend is clear: where your equipment comes from now matters.

Two solutions designed for NZIA-driven projects

HelioTrack 1P, single-axis tracker

HelioTrack 1P is a robust horizontal single-axis tracker developed for utility-scale and agrivoltaic applications. Its multi-actuator architecture, validated in wind tunnel testing, delivers high structural stability and operational reliability. Its advanced control system combines astronomical tracking and adaptive backtracking algorithms to maximise energy production. The tracker can take from 18 to 130 modules per row, withstand winds of up to 180 km/h in stow position and adapt to complex terrain.

HelioGround Flex, fixed-tilt structure

HelioGround Flex is an all-terrain, two-post ground-mounted structure designed for maximum adaptability and durability. Its innovative tube-in-tube sliding system allows infinitely adjustable height and tilt, and even compensates for differential settlement during operation. The system can combine screw piles and concrete foundations on the same table and is optimised for bifacial modules thanks to minimal rear shading. It is designed to the Eurocodes and offers a service life of more than 35 years.
